REGULATIONS GOVERNING THE REGISTRATION OF PREMIER, FIRST DIVISION AND SECOND DIVISION REFEREES AND ASSISTANT REFEREES ON THE SAFA LISTS

References to the male gender in the regulations in respect to Referees and Assistant Referees are for simplification and apply to both male and female.
Each year, SAFA shall produce and publish one list of Referees and Assistant Referees who are eligible to officiate at Premier, First Division and Second Division matches respectively. These lists shall be valid and come into effect on the 1st January of any year until the 31st December of the same year.
In compliance with SAFA statutes, the SAFA National Referees Committee through the Referees Technical Committee shall draw up these lists.
Each year the SAFA National Referees Comm’ittee through the Referees Technical Comm’ittee shall request each Regional Association affiliated to SAFA to recommend and nominate candidates whom they qualified to act as Referees and Assistant Referees in their National Tournament with an opportunity to be prompted to the Vodacom League.
To nominate and recommend a candidate the Regional Associations shall observe the following;
(a) The proposed Referees and Assistant Referees shall be at least twenty one years (21) and eighteen years (18) respectively on the 1st January of the year for which they have been nominated and shall not be older than thirty seven (37) years in the year in which they are nominated, except under special circumstances.
(b) Only Referees and Assistant Referees who have ofTiciated as such in the previous twelve (12) months shall be considered as such for these lists.
(c) Referees and Assistant Referees who are nominated must have passed the physical fitness test of SAFA within three (3) months of their being proposed as well as possessing a Higher National Certificate on the Laws of the Game.
(d) The Regional Associations shall supply SAFA with grades for the proposed Referees and Assistant Referees based on the marks obtained at Provincial level. The grades shall apply only to SAFAs’ Second Division matches at which they have officiated in the twelve months (12) prior to the nomination National lists.
(e) The official forms shall be refumed, duly filled in and bearing the letter heads of the Regional Association to the SAFA Referees Department by the 31st of May of each year.
(f) Failure to fulfil any of the foregoing conditions, shall lead to the rejection of the candidate in question.
The SAFA National Referees Committee through the Referees Technical Committee shall decidi which candidates shall be nominated to these lists.
The SAFA Referees Technical Committee reserves the right to select whichever number of nominations it deems appropriate from among the number of Referees and Assistant Referees proposed. Furthermore, when making its choice, if is not obliged to accept the grades the accorded to any candidate.
A Referee or Assistant Referee proposed for these lists is not authorized to have an official function such as a member of the Executive Committee, General Secretary or a member of any comm’ittee(s) within SAFA, Regional or District Associations and shall remain as such until he/she decides otherwise.
A Referee included in the list for any given year shall not be proposed as an Assistant Referee on any subsequent fist until a minimum waiting period of twelve months (for specialization) has elapsed. The period shall begin on the day on which the referee concerned no longer appears on the list.
